can an appeal be filed twice to the same authority for the same order but for two different issues within the tym limits?

No. Only single appeal can be filed against any order even if u omitted to file any issue in the appeal.
If you find that any ground is ommitted to filed after filing an appeal to CIT(A), you may inserted those additional ground at the time of hearing of appeal to CIT(A).
