why antidumping duty is levied

To bring fair competition with domestic business it's levied on import.
The whole logic behind anti dumping is to ensure that with such a tariff levy, the goods imported into India are at par with the Indian goods being manufactured and sold here. A very good example is of the duty in chinese imports. As @ Nishant rightly said it helps in ensuring a fair play.
