To bring fair competition with domestic business it's levied on import.

The whole logic behind anti dumping is to ensure that with such a tariff levy, the goods imported into India are at par with the Indian goods being manufactured and sold here. A very good example is of the duty in chinese imports. As @ Nishant rightly said it helps in ensuring a fair play.

Dumping is a process where a company exports a product at a price lower than the price it normally charges on its own home market.
Antudumping duty is imposed to protect local businesses and markets, many countries impose stiff duties on products they believe are being dumped in their national market.
