Announcement regarding articled assistants

The requirement of compulsory practical training is an integral part of the Chartered Accountancy course. Keeping this in view, the Council has recently issued a statement to ensure that working hours of articled assistants do not clash with any other activity undertaken by the articled assistants.

 However, it has been brought to the notice of the Institute that some of articled assistants are attending coaching classes during working hours of articled training.

It is hereby clarified that articled assistants are not permitted to attend coaching classes during working hours.

As stated earlier, articled training is an important part of CA curriculum.

 

To ensure that the articled training is carried out seriously and in the manner prescribed by the Institute, the Institute will now be collecting information from various sources adopting various methodologies about private coaching classes/centres, its timings, brochures/pamphlets of such classes/centres,

students registered/undergoing coaching and faculty engaged thereat etc. On the basis of the information so collected or coming to the notice of the Institute, appropriate action will be taken against such students as are found violating the Regulations and the guidelines issued by the Council.

Do you think the new regulations will be effective in curbing the practice of DUMMY ARTICLESHIP?

The life of CA student is made miserable.  May be, the intention of ICAI is to discourage dummy articleships and force the Articles to go for training.  But in this advanced age of IT, withdrawing the flexi working hours is highly disappointing.  Rather it should be left for the Trainee and his Principal to workout convenient timings.  What actually irritates the ICAI authorities is not known.  So far, a CA Student was able to manage his time well, i.e. he attends his coaching classes from 6-9 am, from 9-12  his B.Com regular college, from 1-7 or 8 pm Articleship.  Is it fair on the part of ICAI to deprive the students of their right to study further ?

I agree with you VG. I can't say about the impact of these regulations on the Dummy Articles but otherwise the CA students are suffering previously Articles could start working early (before 11 A M) and leave before 5 PM or come after 12 PM and work till 6-7 PM with mutual consent but now there is no such liberty.

The very pattern of CA course is somewhat ambiguous.  From the beginning to end, the student has to depend on private study/coaching and for training part on a CA.  In the absence of a fullfledged coaching environment like in the case MBA or any other professional course, the pass %age is bound to be as low as it has always been.  I wonder how many CA dropouts remained like Accounts Clerks for the rest of their life.  As if this is not enough, the new regulations on Articles with regard to fixed timings and coaching restrictions, the poor fellow cannot pursue his regular graduation.  Private graduation has no market value.  The current lot of PCC students are now forced to discontinue their regular B.Com. as they have already completed their first year while attempting for CPT.  

ICAI needs to justify their position on this to remove the tension and anxiety in the minds of students and parents as well.
