amortization of tool

We have received order for components manufacture from overseas buyer We demand tool devlopment cost for mfg of tools to produce component which was exported to same buyer now buyer send Euro 25000 for tooling. My question was how Euro 25000 invoice in GST is it exports of service as tools devlopment by us was with us for mfg components. how to treat this.
