Can nebody tell me if there are any changes in the section 14 A of Income Tax Act.My question is regarding the exempt dividend income.Is it still exempt????

Yes it is exempt till date
DIVIDEND INCOME IS EXEMPT IN THE HANDS OF SHARE/UNIT-HOLDER...........BUT TAXABLE IN THE HANDS OF COMPANY PAYING DIVIDEND AS DDT OR IN THE HANDS OF muTUAL FUND PAYING DIVIDEND U/S115R......
