All allowances are taxable for salaried individuals.
In case of house rent allowance which is exempted u/sec 10(13A) rule 2A.
to the lowest of the following three is exempted.
1. actual rent.
2. rent paid in excess of 10% of salary.
3. other conditions are there.

All allowances are beneficial and a part of Salary as per the nature of salary and the concern where the person works .. some allowances are non taxable and some are taxable ,and some are partial taxable
