allotment of fully and partly paid up shares_URGENT

Dear Members,
 
There is a Public Limited Company whose paid up capital consist of only fully paid up shares.
 
Now can a Company allot fully paid up and partly paid up shares ??
 

AND ALSO whether partly paid ups shares can be issued under section 81???


If yes can it do so on the same day.
 
Its very urgent.
