Aircleship transfer

Dear sir My friend is pursuing articleship traning since 2 months, he wants to take transfer from such articleship being 1 year articleship is not compleated. But his ca doesn't wants to give him transfer. He doesn't wants to sign the form. My freind is now feeling depression being there is no work in his ca's office. Please provide the solution.
