If the Agricultural Income is in excess of 5000 and the person has only Interest Income he can file ITR-2. Further if your Income is less than 5 Lacs then penalty under Section 234F of the Income Tax Act 1961 is Rs 1000. If your Income is More than 5 lacs filing within December 31st 2018 penalty shall be Rs 5000 and after 31st December 2018 Rs 10000.
