Yes available. It depends on when you come out of composition.

When you opt for the regular scheme from compostion tow credit available: 

A. Credit on stocks in hand as per s140. to extent duty paid documents available.

B. Credit on goods or services received after that day in the ocurse of business.

Yes you have to file GSTR-4 for quarter ending on Sept...
