Admit card

dear sir,last year my admit card bear half photo without signature.this time at the time of form filling I have contacted to the examination department for the same.they told me that along with form send your photo and signature on the plain paper.i did the same,but this time also my admit was same as last year.sir my question is that will it make any difference.this is our icai how their employee work.i think they don't care for document they only do for formality.plz sir guide me
