Yes if u can setoff IGST input with sgst liability

Yes ITC of IGST can be used to pay SGST liability

Yes, you may utilise ITC of IGST for SGST and/or CGST in any ratio/portion.
so ITC of IGST can be Fully utilised for SGST.
