can we file ITR if the assessee's adhaar no. and pan is not linked till date by sending physical itr v ?
if not, then can we take refund of charges paid while filing itr ?

You can send physical signed ITR-V depending on how many days have passed since filling of return.
Also, what charges have you mentioned?
