We are registered in GST and we purchased a plot adjacent to factory and constructing a building.
Presently it is under construction do we need to add the same as our additional place of business right now
or we can add once we start operations

If you have required supporting documents such as purchase deed and property tax receipt , you can apply for additional place of business whenever required irrelevant of its construction...
You should add that
Add the place as godown.
After commencement of operations from yhat building.

Not required for nature of building it is applicable for every nature of business.
Nature of business is very much required.
If he is a builder he may claim ITC .
But if he is a normal person constructing a house then treatment is completely different.

If he Is a builder he can claim subject to several conditions.
You can add the factory building as an additional place of business now also because you have the property documents available with you for amendment.
