Accounting treatment in case of quarantine

Foreign technicians will be undergoing mandatory quarantine at hotel ..at times costs at actual or a lump sum is to be paid besides man day based fees at site.

What about AS on treatment of quarantine cost, not directly attributable to site and shop order but per Govt guideline.

Please guide.
