About waybill requirements

Can I sell to unregistered person who's invoice value is less than 50000 without waybill

And

Can I sell to 10 to 15 unregistered persons who's individual invoic value is less than 50000 but their good was send in a single previte vehicle and the total value of all the unregistered persons invoice is more than 50000 rupees can I sell to them? Do I need to provide any waybill or not????
