Can we get refund of payment in penelty column

yes you can get
No you cannot claim refund : penalty is is punishment imposed by Law or contract for doing or failing to do something that was the duty of party to do .... hence NO REFUND CAN BE CLAIM FOR PENALTY
as per my opinion he is asking about the amount of fees paid In penalty column
