we are purchasing timber from govt depott. and they are charging gst . we have invoices also, but govt dept have not filed gstr 1 so it is not showing in our 2a .
my query is if we showed itc claimed as per my books, it is showing diff amounts to pay
what to do, 9c is not applicable to us

For 2017-18 .. its not mendetory that your purchase invoices should be in 2A. you can fill your gstr 9 as it is. and in future if department send notice about it you can show your hard copy of invoices (as per sec 16 cgst 2017)

My suggestion is also same as Mondira.
