If assessee is currently not registered under any of the existing indirect tax, then no migration is possible. He could apply for registration under GST once it is implemented.
If the assessee wants to start business now before GST rollout, then he shall obtain relevant registrations under current law and then migrated to GST

It is better to wait until GST is implemented, if client is in urgent need then only go for registration under current regime.
