About din for registering llp

Hi Friends,

After this simplified procedure of No need for DIN for registering company, it seems the department has made few changes in the Form DIR - 3. But it is creating confusion for registering LLP. 

Now, when I want to apply for DIN for our clients who want to register LLP, in DIR - 3, it is asking for Existing company's CIN, but they want to start new LLP, how can we give CIN of existing company, they do not have any existing company ! 

Can anyone clarify me this matter.
