It all depends on your area of interest, in case you are already pursuing CA course, then both the courses could be construed to be complemantary. If you have good hold on your communication, drafting, conciliation skills then secretarial practice can be helpful for you. On the other hand, if you like topics on budgeting, forecasting, pricing, costing, variance analysis, cost management may be ideal for you.
At the end of the day, before selecting an additional course, check out whether you are able to give justice to the main course that you have already chosen, if not, it could be a recipe for disaster. Take an appropriate call after looking into the various pros and cons.
