Ok. Nice question. I can give you an estimate based on some general assumptions.

1. The driver has to be at least 20 (the legal age limit for obtaining a commercial vehicle license). 
Assumption: The driver isn't breaking the laws of Motor Vehicles Act, 1998.

2. This story dates to at least 10 years ago.
Assumption: If a bus stops to get Petrol (since you have already ruled out that the fuel being diesel or petrol is immaterial), they get a decent amount of it, at least, a litre. Only, 10 years ago; the petrol costed so less.

So, as per today's date; the bus driver is at least 30. 

PS: I know that this is a wrong answer.

Bus driver being non-existent seems wrong.

  • If the bus needed petrol, that means it was driven from someplace to other. (At least to the petrol pump).

 

  • If the people paid for the bus, they must have paid for travel. This implies that someone drove the bus.

 

  • If the conductor drove the bus, then by the virtue of his job; he becomes the driver.

 

  • In the above case, the age of bus driver is the age of the conductor since the conductor is the bus driver.
