As per the bank rules till completion of the construction principle repayment has not been started.Once repayment started(principle) then no chance to withdraw of term loan. So principle repayment has to made only after the complete drawn of term loan. As per the bank rules last instalment of the term loan should be allowed by the bank after producing the completion certificate then it means construction completed. However for some of the reasons or some of the situations principle repayment has to be start prior to the completion of the property. As per my knowledge at any place or any provision or any section doesn't mentioned to claim housing loan principle payment as 80C deduction should be construction complete. However this condition apply to the interest on housing loan. So i think it allowable under section 80C(i.e principle repayment) eventhough the property is under construction.

Priniple repayment of housing loan under construction cannot be claimed. the house construction must be completed.the basic rule for deductions under chapter via is that deductions will be given only when pertaining income goes into GTI . when under construction no income goes to gti ,. therefore no deduction
NOTE: The term INCOME above can be positive nil or negative income
