80C deduction is available to actual payee for payment of LIC premia for self/ spouse/ children

u/s 80c u will find that IT SHOULD BE PAID OUT OF MONEY CHARGEABLE TO TAX.
husband could claim but not women.

if women has taxable income, and paid the LIC premium of her husband, then she is very much eligible to claim the same u/s 80C while filing her returns.
