As per notification 47/2017 of IGST Act & 10/2018 of same act supply to any public funded organisations, laboratory, cancer institute l, we have to charge 5% tax only....

Yes , you R correct you can charge 5% gst only (cgst 2.5%, sgst 2.5%)
Notification is 47/2017 IGST (Rate) & same in CT (Rate) no.45
