5% gst on under construction house - how it works?

Hello,

I have puchased a flat worth Rs 70 lakhs in Month of March 2018. The house will be completed in 2020. Every slab level, we are paying instalments only

So far, GST rate has been 18%. So every month, with the instalment among, GST is added as extra. 

Today, the finance ministry has reduced the GST to 5% for under construction house. 

Will this new rate be applicable for me ? Please advice on the same

Applicable from 01.04.2019 for new purchases, but after official notification...

Also is 18% of GST on under construction correct amount? Or is it 12% only? 

Because some articles are saying 12%  - like this one

The rate of GST on under-construction properties has been reduced to 5% GST from 12% GST
Hi, I am in the process of purchasing an under construction property. My agreement registration is not yet done. I have given a cheque of 10% amount to the builder recently. Which of the following will be true for my case: 1. I will be charged at 12% for the 10% payment I have already done and for remaining payments if they are done after 1st April then I will be charged at 5% for them, irrespective of the date on which I get my agreement registeres. 2. I will be charged at 5% for all payments if I ensure that my agreement is registered after 1st April, but will be charged at 12% if I register my agreement before 1st April even if my payments are to be done post 1st April. @ Rutviz Oza ... For more clarification, wait for notification from CBIC. First option should be appropriate.

Better option take back the advance, and rebook it in April.2019.
