 we cannot just average it by adding totals of 1st and 2nd grp. because there are many people who appear only 1 group. 

comparison is always with past and in past the pass percentage was 20% also.

since last 4 5 exams the result has consistently been bad. from 23% - 20%  - 14% -7% and now 3%

who is to be blamed?

blame ICAI or ourselves :(

hope better luck next time :) or switch to CLERK job
