If builder is accepting part of the price in cash in installment for selling shop then is it contravention of section 269ST or 269SS

Without value of amount how can we define the transaction affect the said sections...

Cash amount is more than 20000

One is sec 40(a) 3. payment in excess of Rs.20000 is a disallowance.
receipts per day above Rs.199999 above cannot be deposited in cash.
