2 series of invoices
one of my client wants to raise 2 series of invoices like one for goods and 1 for services. can he do so ?

Definitely. he can do so, There is no problem in maintaining different number series of documents for different types of transactions, as per ones own internal control.
Only the thing to remember is while filing GSTR-1, one needs to mention all the document series and number sequence maintained and raised during the filing period.
