one of my client has pan card which he used to file return upto 2008 and thereafter he lost his pan card and do not file ITR till date now he apply for new pan (new PAN no) card this year now my querry is wheather he should surreder new pan card or file return with new pan card

Surrender the new one immediately and apply duplicate old pan card also take the PAN no from the return and apply...
