Does Sec 195A apply to resident also? If I have not deducted TDS under section 194J on bill amt of 30000.Do I have to pay TDs on 30000 i e 10% of 30000 or Do I have to gross up ie reverse working?

You will have to gross up the tax. SO TDS deductible Rs. 3,333 on Rs. 33,333.
