if a,b,c,d,e,f are contractors of advertisements and each individual payment for a year is 20k
then will 194c apply?
since it crossed 1lakh in aggregate but individual payment did not cross 1lakh but advt exp crossed 1 lakh
is the provision applicable,

in bare act its is writtenwhere the aggregate of the amounts of such sums credited or paid or likely to be credited or paid during the financial year does not exceed Rs. 1,00,000 the person responsible for paying such sums will not deduct TDS under this section
