194 IA applicable or not..?

A person(buyer) buying a property from another person, for an amount of Rs.62 lakhs on Single DD, such property currently owned by 3 parties(Seller) with equal rights and DD made in to the account of a Single party on the basis of power attorney given to the person by other two person for selling the property. Such situation TDS deduction applicable or not....?Whats the procedure....?
