If there is no response from the assessee to notice u/s. 148 and no return of income filed what is the next option to the AO to be taken

He wil do best judgement assessment u/s.144 of the Income Tax Act, 1961
How to proceed to do best judgment assessment
You cannot proceed to do that only assessing officer can do that. That can be done by AO after proceeding assessee reasonable opportunity of being heard.
