Injustice and Issues concerning PE-2 students

I wish to draw your attention towards the plight of PE-2 students who are suffering due to  the  arbitrary policy of the institute in favour of CPT and foundation scheme students. Kindly comment on the above points at rajangupta84@hotmail.com .

We have alreadyraised these points in front of the President of ICAI but still action needs to be taken. Kindly support us in fighting the cause of PE-2 students.

Issues relating to PE-2 students for the kind perusal of the Honorable President of the Institute of Chartered Accountants of India



Issue 1 : Long gestation period of 2 years for appearing in the final examination after passing PE-2


  • The time period of appearing in the final examination after clearing the PE-2 examination is unusually long, due to which the student gets stuck between theoretical and practical aspect of the course. As a result the duration of the course keeps on increasing if the student does not clear the PE-2 in a single attempt. The time period keeps on stretching like a rubber on every unsuccessful attempt of PE-2.

  • In contrast to this the Foundation scheme students as well as the CPT students, have got the benefit of carrying out their articleship along with PE-2 and PCC respectively due to which they get their final examination attempt much earlier than a PE-2 student.


  • After passing the PE-2 exam the student is in a dilemma due to which the continuity in the studies suffers a lot, as there is a long time period of 2 years for appearing in the final examination.


  • The unusual long wait of two years to appear in the final examination serves as a detrimental factor in the practical training of the student as well as the concentration level of the student towards studies.

  • The Institute taking a suo moto action reduced the time period of appearing in the final examination of PE-2 students from two and a half years to two years due to this . But still the wait is very long.


  • Further, the Institute has given guidelines to change the C.A. Final course structure and conducting the final examination in May 2010 as per the new syllabus without thinking of the consequences on PE-2 students registered under the old final scheme and their attempts due in May 2009 and Nov. 2009. If unsuccessful in two attempts they will have to reappear under the new final examination scheme and re prepare different subjects for final course.


  • It is most respectfully requested to give some equitable relief in comparison to foundation and CPT students, to PE-2 students by giving them a chance of appearing in the final examination, before completion of two years of their articleship “or” two years of completion to be reckoned from the attempt passed. For eg. If a student passes Nov 2006 he can be made eligible to appear for the final examination to be conducted in Nov. 2008.






Issue # 2: Starting of articleship for PE-2 students.


  • Students who have cleared one of the groups of PE-2 have not been given an opportunity to start their articleship though students of Foundation scheme as well as the new CPT scheme are eligible for articleship. A PE-2 student is being treated as secluded from the whole system. Though a CPT and foundation student are much lesser in knowledge , age and experience , even then untrained people are employed as articled clerks and PE-2 students just watch and wait.


  • Trained PE-2 passed students are also finding a lack of vacancy as CPT students are passing out in huge numbers and are being employed as articles. In a way PE-2 pass students are being treated equal to CPT students. As a result there is shortage of available seats for articles. Though the seat increase is underway but still supply of seats is far lesser than demand.


  • It is more humbly prayed to start the articleship of at least those PE-2 students who have passed one of the groups. In this way the time lag can be eliminated to some extent.



Keeping the above in view we sincerely hope that the Honorable President shall take cognizance of the above issues and try to resolve them in favour of the students.
