Rent paid on commercial building to a unregistered person

Dear sir,

     One of my client deals with Restaurant and bar and he is paying Rs.15000/- rent to unregistered person. If my client pays the GST @ 18% on Rental Exp will he get input credit  on RCM method in next month. Plz Clarify.
