Yes he can make purchases inter-state.
For effecting any Inter-state supplies ie., either purchase or sale, the dealer shall take compulsory registration as per section 24(I) under GST Act
CAN HE PURCHASE INTERSTATE FOR RESALE PURPOSE WITHOUT REGISTRATION
if he purchase or sale in interstate, he is required to registration in GST
For making intersupply, registration is compulsory. No such restriction on inter state purchase.
